Michael Sakata, President and CEO of the Maryland Transportation Builders & Materials Association (MTBMA), has voiced strong support for the Maryland Road Worker Protection Act. This legislation, introduced in response to a tragic incident on March 22, 2023 that resulted in the death of six highway workers, aims to enhance the safety of all road workers by addressing driver behavior in work zones.

The incident that spurred the creation of this Act involved two cars driving aggressively and racing at speeds of over 100 miles per hour, then crashing into a work zone, resulting in the deaths of the six workers. “This was a devastating event that underscored the urgent need for better protection measures for our road workers,” says Sakata. “The Maryland Road Worker Protection Act is a crucial step towards ensuring that such tragedies are not repeated.”

The Maryland Road Worker Protection Act aims to implement stricter penalties for reckless driving in work zones, increase the presence of safety equipment and signage, and introduce educational campaigns to raise awareness about the importance of driving carefully in these areas. “By changing driver behavior through this legislation, we can create a safer working environment for the men and women who are essential to maintaining and developing our infrastructure,” Sakata explains.

Sakata highlights that the Act is part of a broader effort to address funding and spending gaps in Maryland’s infrastructure projects. “Ensuring the safety of our workers is paramount, but we also need to focus on securing adequate funding to support these initiatives,” he states. “There are significant gaps in spending that need to be addressed to fully realize the benefits of our infrastructure projects.”

Since taking the helm at MTBMA, Sakata has been instrumental in advocating for increased funding and resources for the transportation construction and materials industry. His efforts have led to record membership growth and the formation of impactful partnerships. “Our focus has always been on advocacy and securing the necessary resources to support our members and the broader community,” Sakata notes.

Despite the clear benefits of the Maryland Road Worker Protection Act, Sakata acknowledges that there will be challenges in its implementation. Ensuring stakeholder cooperation and securing sufficient funding are among the primary hurdles. “We must work collaboratively with state and local governments, private sector partners, and the community to secure the necessary resources and support,” Sakata asserts. “By doing so, we can overcome these challenges and make the most of the opportunities presented by the Act.”

Looking ahead, Sakata remains optimistic about the future of infrastructure in Maryland. He believes that the state’s proactive approach to infrastructure investments positions it well for future growth. “The Maryland Road Worker Protection Act is a significant step forward,” he says. “We must continue to innovate and invest in our infrastructure to ensure the safety of our workers and the prosperity of our state.”

Sakata points to recent projects as evidence of the state’s commitment to improvement. From the expansion of major highways to the modernization of public transportation systems, Maryland is making strides to enhance its infrastructure. “These initiatives not only improve the daily lives of our residents but also attract businesses and foster economic development,” he explains.

Moreover, Sakata emphasizes the importance of sustainability in these projects. “We are not just building for today; we are building for the future. This means integrating green technologies and environmentally friendly practices into our infrastructure plans,” he says. By focusing on sustainable development, Maryland aims to reduce its environmental footprint while meeting the needs of its growing population.

Community involvement is another critical aspect of Sakata’s vision. He advocates for engaging local communities in the planning and implementation phases of infrastructure projects. “When residents feel heard and see their input reflected in the projects, it builds trust and ensures that the outcomes truly benefit everyone,” he notes.
