Rose M. Handon, PhD, LSW, has served as the chief executive director of the Empowerment Network Circle LLC for over 15 years and is a respected professional in public policy and social work. Dr. Handon is currently focused on business and career consulting and coaching, helping her clients navigate challenges and continue their personal and professional development.

Education and Certifications

Dr. Handon pursued several degrees to support her professional goals. She earned a Bachelor of Arts in social work from Capital University, a Master of Science in administration with a focus on public policy from Central Michigan University, and a doctorate in public policy and administration from Walden University. Additionally, Dr. Handon is certified as an Ohio secretary of state-commissioned notary and is a licensed social worker through the Ohio chapter of the National Association of Social Workers. She has also completed ‘LeanOhio Training’ through the Ohio Department of Administrative Services.

A Career in Social Service

Following her education, Dr. Handon worked in a variety of roles within the social services sector. She served as a child welfare casework supervisor at Franklin County Children Services from 1979 to 2005, before becoming the bureau chief for the Office of Families and Children at the Ohio Department of Job and Family Services from 2005 to 2009. In 2010, Dr. Handon worked as the lead consultant for the National Resource Center for Adoption, and she later served as Ohio’s consumer advocacy director from 2015 to 2020.

A Message of Perseverance in Every Case

Throughout her career, Dr. Handon has worked with individuals from diverse backgrounds, including the disabled population, and has supported numerous children and families. Her approach emphasizes perseverance, encouraging others to keep moving forward regardless of obstacles.

“One story that stands out is about a young girl I worked with,” Dr. Handon shared. “She was 18 at the time, and now she’s 28. After suffering a stroke, she was determined to give up on her education. She felt that her disability would get in the way of her goals. I told her that with support, she could continue her studies, and she did.”

An Ongoing Career

With nearly 40 years of experience, Dr. Handon has worked with individuals and families worldwide, striving to help them achieve their goals and maintain hope. As understanding of non-physical disabilities has evolved, healthcare providers have increasingly recognized the value of support services like those Dr. Handon offers.

In her current role, Dr. Handon continues to use her knowledge to advocate for the disabled community, offering guidance and support to those navigating life after a stroke—an experience she is personally familiar with.

Raising Awareness for the Underserved

Dr. Handon remains an active figure in her field, utilizing her expertise and network to raise awareness for underserved communities. She continues to enjoy success in her business and is looking forward to expanding her reach over the next several years. Dr. Handon has been invited to serve as a peer coach for the Ohio State University disability team, furthering her commitment to advocacy and support.
