Payroll compliance might not grab headlines, but it quietly impacts millions of employees and businesses every single day. As regulations become more complex, the role of technology in payroll has never been more critical. Elizabeth Oviedo, CEO of Symmetry, will discuss how compliance is evolving, why real-time accuracy matters, and what the future of payroll looks like.

Payroll compliance seems like a behind-the-scenes function, but it impacts millions every day. What major shifts do you see shaping the payroll industry over the next 5–10 years?

Elizabeth Oviedo: Payroll compliance, traditionally seen as a back-office function, is undergoing a significant transformation. Over the next 18–24 months, I see several major shifts. First, the sheer volume and complexity of regulatory changes will continue to accelerate, driven by remote work, the gig economy, and evolving federal, state, and local tax laws. This will necessitate a move from reactive compliance to proactive, predictive, AI-based models.

Second, real-time data will become paramount. Businesses won’t just need to be compliant at the end of a pay period, but at the very moment when an employee is working across state lines or when a new tax law is enacted.

Finally, the integration of payroll data with broader HR and finance systems will create new opportunities. This integration will provide foundational knowledge that not only ensures compliance but also enhances the employee experience.

You’ve talked about ā€œcompliance at the speed of change.ā€ What does that mean in practical terms, and why is real-time accuracy becoming so critical?

Oviedo: ā€œCompliance at the speed of changeā€ means adapting to new regulations and tax laws as quickly as they emerge, not months later. In practice, it requires technology that can instantly update tax rates, rules, and reporting requirements across all relevant jurisdictions.

Real-time accuracy is critical because the penalties for non-compliance are steep and the reputational damage can be even greater. In today’s mobile workforce, businesses can’t afford to track every employee’s location and applicable tax laws manually. They need systems that do it automatically and accurately, ensuring employees are paid correctly and obligations are met the first time.

What role does emerging technology like automation, AI, and data analytics play in ensuring payroll compliance across multiple states and jurisdictions?

Oviedo: Emerging technologies are the backbone of modern compliance. Automation streamlines repetitive tasks such as data entry and calculations, reducing human error. AI, especially machine learning, can identify patterns in regulatory changes, predict compliance challenges, and flag discrepancies before they become costly issues.

At Symmetry, we combine proactive tax research with advanced technology. For example, our systems can instantly calculate the correct taxes for an employee working in different states within the same pay period, or automatically apply a new local tax ordinance the moment it goes into effect. That’s the power of embedding AI and automation into compliance.

With constantly changing tax laws, what’s the hardest compliance challenge companies face today, and how does Symmetry help solve it?

Oviedo: The most complex challenge is maintaining accuracy and consistency across jurisdictions, especially as remote work expands. The patchwork of state and local tax laws, coupled with varying definitions of a ā€œworkday,ā€ creates a significant burden.

Symmetry addresses this by powering payroll compliance for over 7,400 jurisdictions. Our tax engine is constantly updated to reflect the latest laws, so payroll providers and employers can calculate withholding taxes precisely, no matter where employees are located. This helps businesses confidently process payroll even as regulations shift.

As CEO, how do you balance driving innovation with maintaining the trust and reliability that clients expect from a compliance provider?

Oviedo: Innovation and trust go hand in hand. On one side, we’re continuously investing in R&D, exploring new technologies like AI, and fostering a culture of continuous improvement. On the other hand, we maintain rigorous testing protocols, ensure the accuracy and resilience of our tax engine, and communicate transparently with clients.

Trust is non-negotiable in compliance. Our long-standing partnerships with leading payroll providers show that we’ve earned that trust, while also staying on the cutting edge of innovation.

Symmetry powers payroll systems for some of the largest HR and fintech platforms. What’s your ā€œsecret sauceā€ for staying ahead?

Oviedo: Our ā€œsecret sauceā€ is a combination of accuracy, scale, and service.

  • Unparalleled coverage: We track and update tax data for every U.S. jurisdiction, providing the most comprehensive compliance solution available.
  • Built for scale: Our technology processes payroll calculations for more than 64 million employees every year.
  • Client focus: We work closely with HRTech and payroll providers to anticipate needs before they arise.
  • Expert team: From tax researchers to engineers, our people are passionate about delivering exceptional results.

That combination allows us to stay ahead in a highly competitive market.

Looking five years ahead, what will be fundamentally different about payroll compliance in the U.S.?

Oviedo: In five years, compliance will be embedded, real-time, and AI-powered. Instead of being a separate, manual process, compliance will be seamlessly integrated into every step of the payroll journey from onboarding to offboarding.

As employees move, as tax laws change, or as new regulations are introduced, payroll systems will automatically adapt in real-time. This shift will dramatically reduce administrative burden, minimize risk, and transform compliance from a periodic check into a continuous, self-correcting process.

Payroll may operate behind the scenes, but it’s becoming one of the most dynamic and transformative areas of business operations. As Oviedo makes clear, the future of payroll compliance isn’t about keeping up, it’s about staying ahead, with technology that adapts as quickly as the rules themselves.
