Joe Biden: Sunday marked the first time that US President Joe Biden visited the US-Mexico border as president. The visit, however, did not include a meeting with migrants during his trip to a migrant respite center.

The visit

The US President spent several hours in El Paso during his first visit to the southern border as chief of state. Biden's visit comes after outcry and criticism that he had not overseen the crisis of the record number of migrants crossing the border firsthand. However, his visit centered around enforcement issues as Biden spoke with border enforcement personnel. Reporters said they didn't see migrants at the respite center or the motorcade routes the whole afternoon Biden was there. A senior administration official elaborated on President Joe Biden's visit, saying: "There just weren't any at the center when he arrived. Completely coincidental. They haven't had any today." The visit was scheduled when border crossings dropped in El Paso. Still, hundreds of migrants reportedly lived on the streets after crossing to the United States. According to El Paso's migrant dashboard, nearly 1,000 additional migrants were held in federal custody in detention facilities in the city on Sunday.

The fence

President Joe Biden's trip followed calls from Republicans who said the trip was long overdue. They were not alone, as border-district Democrats in Congress and even mayors criticized the president for ignoring the record levels of border crossings. When he arrived, Biden's motorcade drove along the highway parallel to the Rio Grande and the border. The president made a quick stop along the iron fence segregating the US and Mexico to speak with officers in green. The group walked along the gravel road. Biden answered some questions from reporters, telling them that the government would provide the needed resources at the border.

The center

At a migrant processing center, President Joe Biden discussed the work there with different workers from the facility. He did not appear to meet any migrants at the center. Biden had a quiet chat with the workers, and reporters couldn't hear what they were talking about. The US president then examined kits with socks, toothpaste, and soap given to migrants. Biden offered his help to the organizations, asking what they needed: funding.

Liability

The El Paso visit allowed Joe Biden to seize the issue that has been a political liability for his administration. The president called on Congress to overhaul the US immigration system to answer current needs. However, the patchwork of policies the administration placed to manage the border has put Biden at odds with his allies, most of whom argue that the approach is too enforcement heavy. A member of the Congressional Hispanic Caucus shed light on the issue, saying: "It's enraging and sad to see a Democratic administration make it harder for vulnerable people to seek asylum all because they're scared of angry MAGA voters on this issue." Texan leaders greet Biden

President Joe Biden met with Texas Gov. Gregg Abbott. The Republican confirmed that he gave Biden a letter describing the chaos on the border. The letter emphasizes Abbott's past criticism, urging the president to visit other border communities, with five steps he believes the administration should take. Congresswoman Veronica Escobar said the president's visit isn't a photo opportunity for Biden. "We've worked with the White House to make sure that all the folks who are actually doing the work on the ground day-to-day are the ones that the president will meet with," said Escobar. "He needs to hear about how over time, the challenges that we have faced as a country on immigration, on border issues, they have grown exponentially." Escobar blames the Trump-era issued health rule Title 42 for the increased border crossing. Based on her conversations with the Department of Homeland Security officials, the congresswoman predicted the administration would steer toward Title 8. The rule allows US authorities to process and remove migrants without legal basis to be in the United States. "All of these executive branch efforts really are just temporary Band-Aids," she said. "Whether it's Title 8, whether it's Title 42, we need to make sure Congress acts." "The administration, in the absence of any legislation from the Congress, has very few tools available."

El Paso

Since the Trump administration, El Paso has been the center of the immigration debate. Although Joe Biden condemned the Trump-era immigration policies, his administration has yet to strike a balance between enforcement and hold up on humanitarian promises. During his visit, Biden faced his predecessor's challenges and his own as the administration attempted to control the mass migration. In recent months, El Paso's migrant arrests overtook the Rio Grande Valley sector. RGV is known for being one of the busiest sectors in border crossings. According to US Customs and Border Protection data, authorities found more than 53,000 migrants in the El Paso sector in November 2022. Democrat mayor Oscar Leeser followed Republican governors' decision to send migrant buses to New York as people congested El Paso. Since then, the efforts have ceased.

A new policy

Before the border visit, Biden's administration announced plans to expand the Title 42 policy. While it has primarily covered migrants from Mexico, Guatemala, El Salvador, Honduras, and Venezuela, the expansion will include the following:

Cubans
Haitians
Nicaraguans

The Thursday announcement reflects the administration's effort to prepare for the conclusion of Title 42. It also brings forth programs to manage the surging migrants that coincided with the anticipated end of Title 42. The administration will accept over 30,000 migrants from Cuba, Haiti, and Nicaragua monthly under humanitarian parole. Migrants who come to the US but not under the program could be expelled to Mexico under Title 42. The announcement was criticized by immigrant advocates and Democrats who say it would put migrants in harm's way. Dylan Corbett, the executive director of Hope Border Institute, released a statement saying: "The expansion of Title 42 to include Cubans, Haitians, and Nicaraguans is a broken promise." "Border communities will continue to work hard to pick up the broken pieces of our nation's immigration system and show that our future lies not with expulsion and deportation, but with humanity and hope."
